    The iShares MSCI Emerging Markets Index (NYSE: EEM) seems to have halted its slide.� The index bottomed out year-to-date on February 3, when it was down 11.2 percent. Since then, it has gained 1.5 percent, but bargains in the emerging markets still abound.

    As I discussed in �� Plan, Not a Panic��two weeks ago, emerging markets are in much better economic shape today than they were even just a few years ago, much less during the currency crisis that peaked in 1998. Foreign exchange reserves are generally much more robust, budget deficits are narrower if they exist at all and, so far at least, the full-blown currency war that many were predicting last year isn�� likely to breakout.

    With rationality finally setting in, this is a terrific time to do a little bargain hunting in the emerging markets.

    The most obvious play here is the iShares MSCI Emerging Markets Index itself. Covering China (18.8 percent of assets), South Korea (16 percent), Taiwan (12 percent) and Brazil (10.2 percent) with smaller positions spanning Asia and Europe, the fund is most exposed to any shift in sentiment.

    The fund is currently trading at just 10.2 times forward one-year earnings, well below its average of about 18 times over the past two decades. On a price-to-sales basis it is even more attractive valued at just 1.03 times; the last time the index was this cheap on a sales basis was early 2009.

    So while there are always dangers in trying to call a bottom to any market move, valuations alone are attractive enough to start pulling bargain hunters back in.

    A broadly diversified play on an emerging market turnaround, iShares MSCI Emerging Markets Index is a great buy up to 45, which leaves plenty of room to run back to the average.

    For those who can tolerate a bit more risk, you can also drill down and make more country-specific bets.

    At this point my favorite would be iShares MSCI South Korea Index Fund (NYSE: EWY).

Carbon line pipe is used in high-yield, high-stress, abrasive applications, such as the gathering and transmission of oil, natural gas and phosphates. Line pipe is part of its tubular product category. OCTG is part of its tubular product category, includes casing (used for production and to line the well bore) and tubing pipe (used to extract oil or natural gas from wells) and is either classified as carbon or alloy depending on the grade of material. Carbon steel fittings and flanges include carbon weld fittings, flanges and piping components used primarily to connect piping and valve systems for the transmission of various liquids and gases.     We can start with Tsakos Energy Navigation Limited (NYSE: TNP  ) . Shares of the energy transporter moved 27% higher last week after surprising the market with a quarterly profit. Business isn't great at Tsakos. Revenue dipped slightly during the period, and a profit of $0.02 a share may not turn heads. However, analysts were bracing for a loss of $0.08 a share on a sharper decline in revenue.

    On one hand, and in all fairness to Obamacare, when was the last time we saw any multibillion-dollar overhaul cost less than initially projected? Then again, these 73% have viable concerns, given that the Centers for Medicare and Medicaid Services, or CMS, reversed a recommendation last month to boost Medicare Advantage reimbursements by 3.3% instead of dropping them by 2.3% as it initially recommended in February. The move, the CMS claims, was made after it recalculated how doctors were being paid. However, it also came on the heels of lobbying attempts by the insurance industry and about 160 lawmakers. If the cost of Obamacare goes well over budget, that'll be great news for Humana (NYSE: HUM  ) �Humana generates 63% of its revenue from Medicare Advantage plans, which are supplemental health plans purchased by seniors to help offset the costs not covered by Medicare. If the government is unable to lower reimbursements to these companies, then Humana may have little to worry about.�

    Another under-$10 biotechnology player that's starting to trend within range of triggering a major breakout trade is Prana Biotechnology (PRAN), which researches and develops therapeutic drugs for the treatment of neurological disorders in Australia. This stock has been crushed by the bears so far in 2014, with shares off huge by 69%.

     

    If you look at the chart for Prana Biotechnology, you'll notice that this stock recently formed a double bottom chart pattern at $1.90 to $2 a share right above its 50-day moving average of $1.84 a share. Shares of PRAN have been consolidating and moving sideways above its 50-day for the last few weeks. This stock is now starting to spike higher today right above those near-term support levels, and it's quickly pushing within range of triggering a major breakout trade above some key overhead resistance levels.

     

    Market players should now look for long-biased trades in PRAN if it manages to break out above some near-term overhead resistance levels at $2.22 to $2.35 a share and then above some past overhead resistance at $2.47 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 1.98 million shares. If that breakout triggers soon, then PRAN will set up to re-test or possibly take out its gap-down-day high from April at $3.24 a share. Any high-volume move above that level will then give PRAN a chance to re-fill some of its previous gap-down-day zone that started at $10.30 a share.

    Traders can look to buy PRAN off weakness to anticipate that breakout and simply use a stop that sits just below its 50-day moving average of $1.84 a share. One can also buy PRAN off strength once it starts to move above t! hose brea! kout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

DOL Sees Nearly $2 Million Restored to U.S. Postal Contractors

After an investigation by the Wage and Hour Division of the Department of Labor, Lange Trucking Inc. was on the hook for nearly $2 million in unpaid 401(k) contributions for its employees.

Lange, which had a contract with the U.S. Postal Service that employed 515 drivers, had failed to make the contributions — and had been previously investigated several times by Wage and Hour. It was acquired, subsequent to its violations, by Eagan, Minn.-based Hoovestal Inc., which voluntarily agreed to provide the bulk of the missing benefit contributions — $1.48 million — while Lange itself agreed to provide $500,000.

Diamondback Energy, Inc., incorporated on December 30, 2011, is an independent oil and natural gas company. The Company is focused on the acquisition, development, exploration and exploitation of unconventional, onshore oil and natural gas reserves in the Permian Basin in West Texas. The Company is the operator of Janey 16H in Upton County with a 3,842 foot lateral in the Wolfcamp B interval. During the year ended December 31, 2012, the Janey 16H had produced a total of 48 thousand barrels of oil and 62 million cubic feet of natural gas. As of December 31, 2012, the Company had drilled 193 gross (176 net) wells, and participated in an additional 18 gross (eight net) non-operated wells, in the Permian Basin. Of these 211 gross wells, 191 were completed as producing wells and 20 were in various stages of completion. In the aggregate, as of December 31, 2012, it held interests in 225 gross (201 net) producing well in the Permian Basin.

The Company's activities are primarily focused on the Clearfork, Spraberry, Wolfcamp, Cline, Strawn and Atoka formations, which it refers to collectively as the Wolfberry play. The Wolfberry play is characterized by high oil and liquids rich natural gas, multiple vertical and horizontal target horizons, extensive production history, long-lived reserves and high drilling success rates. The Wolfberry play is a modification and extension of the Spraberry play, the majority of which is designated in the Spraberry Trend area field. As of December 31, 2012, its estimated proved oil and natural gas reserves were 40,210 million barrels of oil equivalent based on a reserve report prepared by Ryder Scott Company L.P. (Ryder Scott), its independent reserve engineers. Of these reserves, approximately 29.5% are classified as proved developed producing, (PDP). Proved undeveloped (PUD), reserves included in thi! s estimate are from 306 vertical gross well locations on 40-acre spacing and four gross horizontal well l ocations. As of December 31, 2012, these proved reserves wer! e approximately 65% oil, 21% natural gas liquids and 14% natural gas.

The Company had have 881 identified potential vertical drilling locations on 40-acre spacing based on its evaluation of applicable geologic and engineering data as of December 31, 2012, and had an additional 1,118 identified potential vertical drilling locations based on 20-acre downspacing. It also has identified 731 potential horizontal drilling locations in multiple horizons on its acreage. The Company's second horizontal well, Kemmer 4209H in Midland County is a non-operated well in which the Company owns a 47% working interest. In 2012, the Kemmer 4209H produced a total of 41 thousand barrels of oil and 45 million cubic feet of natural gas. In addition to the Janey and Kemmer wells, as of February 28, 2013, the Company had three additional horizontal wells in Midland County and four horizontal wells in Upton County in various stages of development. In Midland County, it drilled the ST25 -1H well (83% working interest) with a lateral length of 4,617 feet.

In Upton County, the Company drilled three additional wells, the Neal 8-1H (100% working interest) with a lateral length of 7,652 feet, the Neal 8-2H (100% working interest) with a lateral length of 6,658 feet and the Janey 3H (100% working interest) with a lateral length of 4,629 feet. It completed a 32 stage frac on the Neal 8-1H well in January 2013. As of February 26, 2013, flowback operations were underway and for the last seven days the well averaged 806 barrel of oil equivalent per day with a peak rate of 871 barrel of oil equivalent per day with an 85% oil component.

From a technical perspective, CTRL ripped sharply higher here back above its 200-day moving average of $18.90 with strong upside volume. This spike higher on Monday is quickly pushing shares of CTRL within range of triggering a near-term breakout trade. That trade will hit if CTRL manages to take out some key near-term overhead resistance levels at $19.35 to $20.04 with high volume.

Traders should now look for long-biased trades in CTRL as long as it's trending above Monday's intraday low of $18.18 or above its 50-day at $17.62 and then once it sustains a move or close above those breakout levels with volume that hits near or above 313,839 shares. If that breakout triggers soon, then CTRL will set up to re-test or possibly take out its next major overhead resistance levels at $21 to $22, or even $23 to $24.

3D Systems

3D Systems (DDD), through its subsidiaries, operates as a provider of 3D printing centric design-to-manufacturing solutions in the U.S., Germany, the Asia-Pacific and other European countries. This stock closed up 7.2% to $57.23 in Monday's trading session.

Monday's Volume: 7.10 million

Three-Month Average Volume: 4.45 million

Volume % Change: 175%

From a technical perspective, DDD ripped sharply higher here and broke out above some near-term overhead resistance at $56.95 with above-average volume. Market players should now look for a continuation move to the upside in the short-term if DDD manages to take out Monday's intraday high of $57.23 with strong upside volume.

Traders should now look for long-biased trades in DDD as long as it's trending above some past resistance at $55 and then once it sustains a move or close above $57.23 with volume that hits near or above 4.45 million shares. If that move begins soon, then DDD will set up to re-test or possibly take out its next major overhead resistance levels at $60 to $61, or even its 200-day moving average of $64.42.

Cognex

Cognex (CGNX) provides machine vision products that capture and analyze visual information in order to automate tasks primarily in manufacturing processes. This stock closed up 2.5% at $39.02 in Monday's trading session.

Monday's Volume: 694,000

Three-Month Average Volume: 468,642

Volume % Change: 50%

From a technical perspective, CGNX trended notably higher here with above-average volume. This stock has been uptrending for the last two months, with shares moving higher from its low of $30.67 to its intraday high of $39.16. During that uptrend, shares of CGNX have been making mostly higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of CGNX within range of triggering a major breakout trade. That trade will hit if CGNX manages to take out Monday's intraday high of $39.16 to its 52-week high of $40.14 with high volume.

Traders should now look for long-biased trades in CGNX as long as it's trending above Monday's low of $38.26 or above $37 and then once it sustains a move or close above those breakout levels with volume that's near or above 468,642 shares. If that breakout gets set off soon, then CGNX will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $45 to $50.

Rigid Packaging

The Companys Rigid Packaging business consists of containers, foodservice items, house wares, closures, over caps, bottles, prescription vials, and tubes. The Company manufactures a collection of container products.     TECO Energy (NYSE: TE  ) reported Q1 earnings (link opens a PDF) today, missing on sales but topping analysts' earnings estimates. First-quarter revenue clocked in at $661 million, just shy of Mr. Market's $668 million prediction. But what the company cut off the top line, it made up for on bottom-line numbers. EPS came in at $0.19, two cents above analyst expectations. Compared with Q1 2012, sales are down 5.2% and net income dropped 18%.

Tax tips for the self-employed

Americans who own their own businesses have to wear a lot of hats, from saleswoman to marketer to janitor.

And at this time of year, one other role the self-employed need to fill is that of accountant and tax preparer.

The good news is that a host of credits and deductions the Internal Revenue Service offers help sole proprietors of small businesses make the most of their endeavors. But the bad news is that the tax code can often be intimidating — especially to first-time filers who are self-employed.

To help take the headache out of your 2013 tax return, here are five money-saving tax tips for those who own their own business and are about to file:

Keep an 'Exclusive Use' Home Office

If you run your own business, chances are you do a lot of work out of your home. If so, this unlocks a lot of potential deductions.

But the key is to make sure that you have a clearly delineated space instead of simply working at your kitchen table.

"It is all about exclusive use," said Mary Kay Foss, a certified public accountant with the California firm Sweeney Kovar. "I have a client that's being audited right now who's taking the home office deduction, and as part of the audit the IRS wants to visit that home office."

Also note that even if you're a physical therapist or electrician who works primarily out of clients' homes, you may still need space to do paperwork and store records. That means you're entitled to the home office deduction.

It's worth noting that for tax year 2013, the IRS has simplified the home office deduction to allow taxpayers to claim $5 per square foot if they don't want to itemize or haven't maintained good records.

But Stanley Veliotis, associate professor at the Fordham University Schools of Business, says that the tax form "gets better every year," and those with a legitimate home office shouldn't be afraid to continue calling out as many specific deductions for as much as possibl! e. It may seem like a hassle to keep piles of receipts, but it may save you significant money.

Look Beyond Obvious Business Expenses

If you're a computer programmer who is self-employed, your computer is an obvious business expense to claim on your taxes.

But it's sometimes the less obvious expenses that can add up in a hurry.

So long as they are "ordinary and necessary," the IRS allows you to deduct business expenses of any kind.

As one example, Veliotis says that "your related licensing fees and dues to belong to trade organizations, as well as periodicals and literature in your field that you read, to me are definitely deductible." Other examples of common expenses that can be declared but often are not include workplace coffee and beverage service or business-related gifts to clients.

"If you have a receipt and it's a legitimate business expense, deduct it," Veliotis said. "There's nothing to be scared of."

Mark Your Mileage

Similar to a home office, mileage and parking can be important deductions for the self-employed.

"You can't deduct commuting. But if your principal place of business is your home, generally every time you leave to go to a business meeting you're not actually commuting — you're traveling on business," she said. "There's a lot more opportunity [for deductions] than some people think about."

Of course, as with the home office, documentation is key.

"If you are audited, the IRS wants to see a mileage log," Foss said. "So I keep a little notebook in my car and just make a note every time I drive somewhere on business. That's a good habit for people to get into."

And even if you don't work out of the home? There are still plenty of other business trips that can easily be accounted for, including picking up inventory or meeting with clients.

Benefits Have Tax Benefits

If you a! re your own boss, that means you're the source of all benefits, too. But thankfully, premiums for health insurance and many qualified retirement contributions allow for big tax breaks.

A major one comes from a special Individual Retirement Account known as the Simplified Employee Pension — that's a SEP IRA for short — available to small-business owners. Instead of being limited to the typical IRA deduction, which tops out at $5,500 if you're under 50, you can bank up to 25% of your profits tax-free.

Health insurance can also be deducted. That includes premiums to private insurers as well as older business owners who get benefits from Medicare.

"For a retiree who, say, starts a business in retirement, they now say that Medicare can count as health insurance and that you can deduct this on the front page of your return," Foss said. "You don't have to deduct this as an itemized expense."
